The Picard command-line tools are provided as a single executable jar file. You can download a zipped package containing the jar file from the Latest Release project page on Github. The file name will be of the format picard-tools-x.y.z.zip.InstallOpen the downloaded package and place the folder containing the jar file in a convenient directory on your hard drive (or server). Unlike C-compiled programs such as Samtools, Picard cannot simply be added to your PATH, so we recommend setting up an environment variable to act as a shortcut.

Network Installer: A minimal installer which later downloads packages required for installation. Only the packages selected during the selection phase of the installer are downloaded. This installer is useful for users who want to minimize download time.


The toolkit is useful for developing specialized applications, such as optimization or automated calibration models that require running many network analyses. It can simplify adding analysis capabilities to integrated network-modeling environments based on computer-aided design (CAD), geographical information system (GIS), and database packages. A Windows Help file is available to explain how to use the various toolkit functions. It offers some simple programming examples. The toolkit also includes several different header files, function definition files, and .lib files that simplify the task of interfacing it with code.


These files do not constitute a user-friendly data collection which the average user can download and access. These are the basic underlying raw data files, together with the necessary instructions, file structures, code reference tables, etc. which can be used by institutions and organizations which need access at this level of detail mainly for research purposes and have available the required information technology (IT) resources to use this information. These files will not open in programs like Excel; please refer to the "Documentation.zip" file hereafter for more information on systems requirements.

In addition, the company does not provide users of its (Office) software an option to turn off diagnostic and telemetry data sent back to the company. Researchers found that most of the data that the Microsoft software collects and "sends home" is diagnostics. Researchers also observed that Microsoft "seemingly tried to make the system GDPR compliant by storing Office documents on servers based in the EU". However, they discovered the software packages collected additional data that contained private user information, some of which was stored on servers located in the US.[79] The Netherlands Ministry of Justice hired Privacy Company to probe and evaluate the use of Microsoft Office products in the public sector.[80] "Microsoft systematically collects data on a large scale about the individual use of Word, Excel, PowerPoint, and Outlook. Covertly, without informing people", researchers of the Privacy Company stated in their blog post.
